What tools do I need to create my website and be able to test it out on my machine?

Say building a folder that has my index file, my php scripts, the works.

Do I need to install a special service so people can connect to my PC?

    The easiest way to test it out is to just open the file in your browser. No one else will be able to see it, but it will act the same.
